What is a Netherlands Frost Day Contract?
Cold weather is particularly disruptive for construction businesses in The Netherlands since these companies are required by law to allow employees to go home, with pay, when temperatures dip below freezing. This contract is a financial instrument used by Netherlands construction companies to protect against financial losses due to cold weather benefits that are paid to construction workers in the event of a Frost Day. A Frost Day is defined as any day where at least one of the following conditions is met, as measured at the specified location:

  1. at 7am local time the temperature is -3.5°C or less
  2. at 7am and 10am local time, the temperature is -0.5°C or less
  3. at 10am local time, the temperature is -1.5°C or less.

This contract has been a common method for protecting against the financial losses associated with paying out too many worker "Frost Days" in a single winter season. Generally, the contract dates are from the first Monday in November to the last Friday in March, excluding December 25th and January 1st.

Why should I consider a Netherlands Frost Day Contract?
Historically, The Netherlands averages 20 Frost Days every winter. How does a Netherlands Frost Day Contract differ from the cold weather fund endorsed by the employers federation?
Unlike the cold weather fund, a Frost Day Contract from WeatherBill can be purchased at any time between the first Monday in November and the last Friday in March. There's no deadline for purchase. A Frost Day contract is completely flexible and can be customized online or by phone in minutes. Construction businesses may adjust the weather measurement location, the dates of coverage, the number of Frost Days before payout begins, the payout per frost day, and the maximum number of frost days to be paid out. There are no set coverage periods, no specified number of Frost Days, no minimums and no maximums.

Can I choose other dates, times or thresholds for measuring Frost Days?
A Netherlands Frost Day Contract is designed specifically to cover your costs associated with the Frost Day benefits paid to local construction workers. The weather measurement location can be selected from eight locations. Dates of coverage can be adjusted, as can the number of Frost Days before payout begins, the payout per frost day, and the maximum number of frost days to be paid out. However, the daily definition of a Frost Day can not be changed. If you need other types of weather protection, including contracts that payout based on daily minimum temperature, maximum temperature, or precipitation, you can create them here.

Can I purchase a full winter Netherlands Frost Day Contract after the winter season has begun?
There is no deadline for purchasing a full winter "Frost Day" Contract. You can purchase a contract even after winter has begun.

Why isn't my city included in the "Select Location" menu?
The eight cities listed are meant to provide a reasonable measure of the major construction centers of The Netherlands. These cities also have secure weather stations managed by Koninklijk Nederlands Meteorologisch Instituut (KNMI).

Is a Netherlands Frost Day Contract a form of weather insurance?
WeatherBill contracts are not insurance. A Frost Day Contract is a financial instrument that does not require a claims process or proof of loss for payout. Payout is automated and based solely on weather measurements. You will receive payment a few business days after the contract end date if enough cold days have occurred.

Who can buy a Netherlands "Frost Day" Contract?
Eligible buyers must be based in The Netherlands and must meet the criteria of an "Eligible Contract Participant", as defined here.

Why do United States eligibility requirements apply to The Netherlands?
WeatherBill is a United States firm conducting business in The Netherlands from the United States. We do not have an established physical presence in The Netherlands. As such, United States laws apply to all WeatherBill contracts, regardless of customer location.
